what is base from coinbase?

been out of crypto for a bit, keep hearing about base now. Is this just another L2 or actually something worth looking into? my buddy said it's basically "coinbase's optimism" whaetver that means. anyone using it? gas fees any good?

• Different fee structure (generally cheaper than mainnet)
